CHAPTER 9: Boating Education Practices
9.1 IN NEW YORK
In order to operate a boat in New York State (NYS) without adult
supervision individuals must be at least 18 years of age or have
successfully completed a safe boating course and be between the
ages of 10 and 18. Individuals less than 18 years of age who have not
successfully completed a boating safety course may only operate a
vessel while under the direct supervision of an individual who is 18
years of age or older. The required boating safety certificate must be
carried by the minor at all times while operating the boat.
As of January 1, 2005
all personal watercraft
operators must be
14 years of age or older
and must successfully
complete a boating
safety education course
to operate in the state
of New York.
The course of instruction consists of an 8 hour program
including a proctored exam.
Programs offered by the U.S. Coast
Guard Auxiliary and the United States
Power Squadrons are acceptable provided
the operator successfully completes the course
of instruction and is issued a certificate. Young boater safety
certificates previously issued by New York State also satisfy the
educational requirements. Other courses of instruction will be
available through volunteer and for profit organizations certified
by the State of New York.
THE FOLLOWING INDIVIDUALS ARE EXEMPT FROM THE PWC
EDUCATIONAL REQUIREMENTS:
- Both U.S. and Canadian licensed commercial vessel operators,
- State certified instructors,
- Certified instructors of the US. Coast Guard and the U.S. Power Squadrons, police/peace officers and fire/rescue personnel,
- Lifeguards acting pursuant to their assigned duties.
